Additional Property Attributes

The 401 Holmes Street site (Property) is located within the proposed Columbus Park Redevelopment Project (Project). The approximate 22-acre site for the proposed Project is bounded by Cherry Street to the west, Gillis Street to the east, 3rd Street to the north, and 5th street to the south. Initial Phase I and limited Phase II Environmental Site Assessment (ESA) investigations of the Project area began in 2005 with subsequent Phase I and Phase II ESAs completed in 2008. The Project area under investigation included properties either in the general vicinity or adjacent to the 401 Holmes Street site. Results of the investigative soil and groundwater sampling conducted during these investigations of the Project area indicated that historical commercial and industrial activities in the Project area had not resulted in major organic impacts to the soil and groundwater in the proposed redevelopment area. Concentrations of heavy metals in the groundwater resulted in the recommendation to implement a groundwater use restriction on the groundwater within the Project area. The Property was not part of these subsurface investigations and a Phase I ESA was completed in November 2008 on additional properties in the Project area, including 810 E. 4th Street, 401 Cherry Street, 401 Holmes Street, and 407 Holmes Street. The Cherry and Holmes properties were collectively owned by the Missouri Department of Transportation (MoDOT). The Phase I ESA completed in November 2008 and the Phase I ESA Update completed in January 2011 identified a Recognized Environmental Condition (REC) associated with the 401 Holmes Street property. From approximately the mid-1970s until the present, the Property appeared to have been vacant or occupied by equipment and/or storage materials. Based on the nature of the facility that has likely occupied the Property since the 1970s, and the potential for discharge, storage, and/or use of petroleum-related products on the Property during that time, the general historical use of the Property represented a REC. No further environmental activities occurred at the Property as MoDOT provided documentation of proper facility inspection/management. The Property was part of a Phase I ESA Update prepared in January 2015 for CP Lofts, LP by New Horizons, LLC. This Phase I ESA Update provided additional review by a qualified environmental professional to conclude that the MoDot facility did not constitute a REC for the Property; no further assessment and no cleanup was warranted. The 401 Holmes Street site will be part of the redevelopment of Columbus Park. Construction of the CP Lofts, the $19.5 million first phase of a $70 million redevelopment project in the Columbus Park neighborhood, began during November 2015. The units will be split between market rate and affordable housing. The apartment phase will be marketed to the creative class, meaning anyone involved in the creative arts. It will include a mix of one- and two-bedroom units and will include amenities such as gallery and studio space, a bike repair ship, pocket parks and greenways. Later phases of the redevelopment project are expected to include 12,000 square feet of ground-level retail topped by 12 lofts along Fifth Street, 24 single-family homes and about 120 more apartment units.

Former Use: The 401 Holmes Street site (Property) is currently vacated and unused. The two addresses of 401 and 407 Holmes Street are comprised of three adjacent lots, 150-foot by 142-foot total in size, which are occupied by an approximately 2,800 square foot storage dome, formerly used to store road salt. The Property has been owned by MoDOT since 1985. Historically, the Property appears to have been residentially developed from sometime before 1896 until the mid-1970s. From approximately the mid-1970s until the present, the Property appeared to have been vacant or occupied by equipment and/or storage materials related to the MoDOT vehicle operations and maintenance facility.
