Additional Property Attributes

The 810 E. 4th Street site (Property) is located within the proposed Columbus Park Redevelopment Project site (Project). The approximate 22 acre site for the proposed Project is bounded by Cherry Street to the west, Gillis Street to the east, 3rd Street to the north, and 5th street to the south. Initial Phase I and limited Phase II Environmental Site Assessment (ESA) investigations of the Project area began in 2005 with subsequent Phase I and Phase II ESAs completed in 2008. The Project area under investigation included properties either in the general vicinity or adjacent to the 810 E. 4th Street site. Results of the investigative soil and groundwater sampling conducted during these investigations of the Project area indicated that historical commercial and industrial activities in the Project area had not resulted in major organic impacts to the soil and groundwater in the proposed redevelopment area. Although concentrations of heavy metals in the groundwater resulted in the recommendation to implement a groundwater use restriction on the groundwater within the Project area, it was not necessary as the shallow groundwater underlying the Project area does not qualify as an aquifer and the domestic use pathway for groundwater is incomplete. The Property was not part of these subsurface investigations and a Phase I ESA was completed in November 2008 on additional properties in the Project area, including 810 E. 4th St., 401 Cherry St., 401 Holmes St., and 407 Holmes St. The Phase I ESA identified Recognized Environmental Conditions (RECs) associated with the Property. Based on the nature of the businesses that have consistently occupied the parcel since approximately 1950, and the potential for discharge, storage, and/or use of solvents or petroleum-related products on site during that time, the general historical use of the Property represented a REC. Soil sample results from the Phase II ESA conducted in March 2011 at the Property indicated that historical commercial and industrial activities in the area have not resulted in major organic impacts to the soil at the site. Elevated soil concentrations of arsenic and lead were above acceptable Missouri Department of Natural Resources (MDNR) Default Target Levels (DTLs) for residential use at the site. However, these elevated metal results were well below the suggested background concentrations for the area. Groundwater was not encountered at the site. It was not anticipated that a Missouri Risk-Based Corrective Action (MRBCA) Tier 1 Risk Assessment would be required for this site. The 810 E. 4th Street site will be part of the redevelopment of Columbus Park. Construction of the CP Lofts, the $19.5 million first phase of a $70 million redevelopment project in the Columbus Park neighborhood, began during November 2015. The units will be split between market rate and affordable housing. The apartment phase will be marketed to the creative class, meaning anyone involved in the creative arts. It will include a mix of one and two bedroom units and will include amenities such as gallery and studio space, a bike repair ship, pocket parks and greenways. Later phases of the redevelopment project are expected to include 12,000 square feet of ground level retail topped by 12 lofts along Fifth Street, 24 single family homes and about 120 more apartment units.

Former Use: The Property is a 180-foot by 142-foot lot previously occupied by a single-story, raised slab-on-grade loading dock and warehouse structure, approximately 5,000 square feet in size, with office space located on the south end. The structure has been removed and the site has been graded. The Property has been occupied by Buckingham Express Inc. (1958), Neyloon Brother Freight Line (1963-1968), B&H Freight Line/Lacygne Truck Lines (1973-1983), M&M Sheetmetal Works/KD Sheetmetal Works (1996-2002), and Welz Heating & Supply Co (sheet metal shop).
