City Brownfield Assessment grant funds have been used to perform assessment services to support the Columbus Park Redevelopment Project from 2003 through 2010, including an Area-wide Phase I & II assessment and geotechnical survey of the Columbus Park development site, Phase I & II assessment of the Property and adjacent properties, including the Molle Properties acquired by Land Clearance for Redevelopment Authority (LCRA), Phase I update of Missouri Department of Transportation (MoDOT) properties acquired by LCRA, and Phase II assessment of 810 E. 4th St. Assessments identified recognized environmental conditions related to trucking and vehicle operation facilities and various light industrial commercial businesses, including a sheet metal operation, and parcels noted on the State underground tank lists. Phase II assessments detected minor petroleum and metals impacts to soil and groundwater below non-residential and residential use levels or regional background levels for all contaminants and metals except for shallow groundwater. However, shallow groundwater did not meet state criteria as a potential aquifer for domestic use and is not expected to restrict future development. Regarding the Coalition funds targeted for the 300 Charlotte parcel, a Hazardous Materials Survey (HMS) was required to prepare the building for asbestos abatement, hazardous waste removal and demolition. Originally, the Property was acquired by LCRA with the intent to renovate the structure. However, break-ins and damage to the building made demolition and removal necessary. The Property is part of a conceptual development plan for the Columbus Park Redevelopment Project, which will create a $29 million pedestrian-oriented, mixed-use development featuring 200 units of multi-family, mixed income units; a variety of dense mixed-uses such as street level retail and restaurants with apartments, studios and offices above; adaptive reuse of some existing commercial structures; and extensive streetscape improvements to primary streets. The concept plan envisions several blocks of mixed-use along a central artery with residential above and commercial/retail uses below. Estimated increases in commercial/retail jobs and local property values are currently unknown but expected to be significant. The first phase of construction is a $19 million apartment complex project slated for completion by fall 2016.

Former Use: The Property consists of an approximately 25,200 square foot parcel located in the Columbus Park Neighborhood of Kansas City, Missouri. At the time of assessment activities, the approximate 140-foot by 180-foot lot was occupied by a single-story, L-shaped structure, approximately 14,500 square feet in size, with theater, bar, and kitchen space in the basement, and lobby, theater, and office space on the ground floor. The remainder of the lot was occupied by asphalt-paved parking. In 2014, the structure was demolished and the parcel was cleared. The Property appears to have been residentially developed from sometime before 1896 until sometime before 1939. Between 1939 and 1950, the Property was developed with the existing building and utilized as light industrial uses up until 1999. These businesses included Red Ball Express, a trucking company, and Allied Callaway Equipment, a fabricator and manufacturer of industrial equipment. The previous owner, Trick or Treat, Inc., utilized the Property as a comedy club from 1999 until 2008.
