Additional Property Attributes

In general, results of the Phase II ESA indicated minor areas of concern which can be addressed during redevelopment activities which the Port will be undertaking over the next three years. Visual inspection of the ship confirmed that CO2 tanks from the ship's fire suppression system were removed (anecdotal information had indicated that they still remained in place) and that ordnance stores had also been removed. All shelving observed in storage areas were empty. Visual inspection confirmed the presence of two storm oil tanks along with a tank of approximately 300 gallons in capacity in the Oil and Lamp Room which was partially submerged. Staining was present on the walls of the Wing Ballast Tanks that previously stored fuel oils. The three Fuel Oil Tanks located in the stern of the ship were not able to be observed during investigation due to large quantities of heavy fill material on the deck above the tanks which blocked passage to the tanks. Residual Bunker C oil is believed to remain in these fuel tanks and will need to be addressed as part of redevelopment. Sediment sampling detected low concentrations of arsenic, barium, chromium, and lead - indicating care will need to be taken during redevelopment with the handling of dredge sediment found within various holds. Former Use: The Terminal was built in the late 1940s by a private corporation, Yaquina Bay Dock & Dredge Company (YBD&D). YBD&D obtained two surplus concrete hull cargo ships from the U.S. Maritime Administration. YBD&D dredged in Yaquina Bay, filled the concrete ships with dredge spoils and then blasted holes in the sides of the ships to sink them in place � thus forming a retaining structure. The decks of the hulls were then covered with fill material and gravel, and the space between the hulls and the shore was also filled in. The whole surface was graveled over to create a level cargo loading deck from which ships and barges could receive log and lumber cargoes. Around 1960, YBD&D transferred the Terminal to another private company, Sunset Terminals, Inc., which continued to operate the Terminals as a log and lumber export facility. Around 1979, Sunset terminals sold the property to a partnership, RINCO. In 1981, RINCO transferred the Terminal to the Port of Newport under a lease purchase agreement. On January 22, 1996, approximately 200 gallons of Bunker C oil stored in the starboard wing ballast tank of the Pasley from its World War II service was discovered seeping from a vent pipe into what had been Cargo Hold No #3 of the ship and out into Yaquina Bay. During and following cleanup of the spill, the Port conducted a number of extensive underwater surveys of the hull; however, there are a number of stores and flats beneath the main deck that may be void spaces and on which the Port has no information as to what they contain and/or whether they were filled with dredged material. In the areas attributed to the spill, the ballast tanks were pumped free of standing oil and sealed. Finally, in the addition to the known release of Bunker C oil and the potential for it to occur again, hydrocarbons, asbestos, lead, mercury and PCB are believed to be other potential contaminants depending upon the level of decommissioning that occurred at the time the hull was sunk.
