Additional Property Attributes

The Middletown Paperboard, Newark Converting and Recker Custom Works Properties are comprised of 97 parcels on approximately 16.3 acres near downtown Middletown, Ohio. These properties are in a prime location for furture mixed commercial and residential re-use. Phase I activities were performed during 2006 and a large Phase II ESA was performed during 2007 (Phase II PA report, December 2007). VOC, SVOC and metals impacts were identified in soils. A Preliminary Remedial Action Plan was completed in February 2008 that was structured to remdiate the site and for potential use in a clean-up grant application to pay for site clean-up.

Former Use: The Property includes residential and industrial land uses. Regarding the industrial land use area, the Property has a greater than 100-year history of use as a paper mill, tobacco manufacturing/processing facility, box manufacturing facility, warehouse, and fiberboard processing facility. The Property is located on the historic Miami and Erie Canal, which was filled in sometime prior to 1950 and is now Verity Parkway. The Property includes a main manufacturing/warehouse building that consists of a connected series of structures. This building includes the closed paper mill and open warehouse/ manufacturing space. The former paper mill reportedly dates to the 1830s and was last used to manufacture fiberboard from recycled newspapers in 2002. The warehouse/ manufacturing area dates to the 1860s and was originally used for tobacco processing. The warehouse/manufacturing area is currently used by Newark Converting to warehouse fiberboard and related paper products and to process some fiberboard manufactured at other facilities.
