Additional Property Attributes

The developer, Community Builders, Inc., gained approval by the City of Aurora to build 54 affordably priced town home units. The reuse plan also indicates the 0.50 acre expansion of Kingsborough Park and the addition of current trail connections. The most significant feature of this project was the creation of multiple financial partnerships combining efforts from public, private and nonprofit organizations. Currently, the park is completed and well used by the neighborhood. The affordable town home property is developed and entitled for 54 affordable town home units. Upon completion of the affordable housing development the following economic benefits are projected: - 54 new workforce housing units - 2.4 million household income annually - 1.6 million consumer purchases annually - 83,000 local, state and school taxes annually and - 7.2 million new construction. Former Use: The property was used as a municipal landfill until the end of the 1960s. The area around and including this dump property was re-zoned from agricultural to residential use in the late 1970s. Environmental conditions caused residential development to skip the 5.80 acre site as the surrounding area developed into a suburban single-family and town home neighborhood. The property was purchase in the early 1990s and planned for multi-family development until a geotechnical investigation in 1995 uncovered landfill materials an estimated 45,000 cubic yards of fill material, municipal refuse, and construction debris were deposited on the property and covered with 2 to 6 feet of overburden consisting of primarily clay. In addition, contamination levels MCL. Poor historical records led to questions about the presence of asbestos, buried drums, battery disposal, and other unknowns. In an effort to build atop the landfill, a VCP requesting a ?No Action Determination? was submitted in both 1998 and 2000 twice denied. In 2002, the property sold to Community Builders Inc., which was willing to undertake the cleanup.
