Additional Property Attributes

A Phase I was conducted and identified RECs from use as a gas station for over 30 years. A Phase II was subsequently performed and petroleum was found in soil and shallow groundwater. Additional Phase II sampling (supplemental)was conducted, which identified an underground storage tank(UST). The project was not enrolled in the Missouri Brownfields Voluntary Cleanup Program; instead the cleanup and permanent closure of two 800-gallon USTs was overseen by the Missouri UST Program. Cleanup was completed and paid for by the owner and a "no further action" letter was issued April 11, 2008 by Missouri DNR. An additional Phase I was completed for the prospective purchaser to comply with AAI prior to purchase in July 2008 because the original Phase I had exceeded its shelf life of 180 days during the Phase II and clean-up process. The property has now been purchased by 505 W. C St LLC (John Hosfield) for redevelopment as a microbrewery (C-Street Brewery) with retail space. This project is participating in the EPA National Sustainability Pilot and has incorporated design suggestions from the report by Vita Nova into architectural design. The subject property is located on historic Commercial Street in the downtown district. The property is occupied by one permanent structure built in 1924 and a small metal shed. A previous Phase I was completed on April 13, 2006, which recommended a Phase II, which is why preparation for a Phase II was in process simultaneously with the Phase I reported under this grant.

Former Use: Reportedly, this property is the location of the oldest gas station in Greene County, MO. The property was used as a gas station and auto repair for over 30 years, then an awning manufacturing company, and remained vacant for two years prior to these assessments. (Phase I - Welhener Awning, 9/26/06) The property was most recently occupied by an awning company from 1962 until 2006 and by an ornamental iron company from 2001 to 2006. A filling station was present on the southeast portion of the Site from the 1930s to the 1960s. An automotive repair facility was present on the subject site from the 1930s to the 1950s. Prior to 1962, the Site was also utilized as a feed mill, coal yard, and peanut butter manufacturer.
