Additional Property Attributes

This abandoned lot will be converted into permanent housing for an identified population of chronically-homeless elderly. These City residents do not mix well in other public housing for the elderly. This is currently a weed-strewn eyesore on intersection that sees a fair amount of cut-through downtown traffic. The City of Haverhills Brownfields Assessment Grant funded this environmental assessment for a local non-profit [Emmaus, Inc.] that works with the indigent and homeless. This assessment was required by lending institutions in order for this non-profit to move ahead with its development plans. This non-profit relies mostly upon donations from private and corporate sources along with a small legislative earmark to comprise its budget. The money saved through the Citys EPA grant is money that does not have to be raised through other sources or at risk of reducing other human services provided by this worthy non-profit. (PPF - Emmaus Property, 2/8/07)

Former Use: Residential property was on the property since early 1900s. Since 1980s property was also used as a community garden area and then a parking lot. Near former industrial properties, this property was feared to have commingled contamination. Former owners included George Karelitz, who had aboveground storage tanks on the property. The property has since been redeveloped into a homeless shelter for up to 15 families at a time.
