Additional Property Attributes

As documented in the September 2008 Supplemental BSAR document, no constituents of concern (COCs) were detected in vadose zone soils at either of the two study areas. Based on this result, and on the results of previous soil investigations, soil remediation is not required at either study Also documented in the Supplemental BSAR is that the groundwater cleanup target level (GCTL) for cumene (only) was exceeded in a single monitor well at the Adams Volkswagen site (well TBE-5). However, the cumene concentration in this groundwater sample was well below the health based GCTL listed in Table A of Chapter 62-777, F.A.C (700 �g/L). Therefore, remediation is not required. The Supplemental BSAR also provided site assessment data for the 2401 Broadway site. At this site, total volatile organic compounds (VOCs) were detected above 1,700 �g/L in two shallow groundwater monitor well samples. Groundwater was also impacted to a lesser degree in two other monitor well samples. Trace concentrations of VOCs were also detected in a newly-installed, deeper, source area monitor well; however, no parameters were detected above the GCTL values. Therefore, impacted groundwater appears to be limited to a well defined area within the upper portion of the surficial aquifer. The NADC plume area covers much of the south-central portion of the 2401 Broadway property, and extends beneath Northwood Road to the south. Based on the anticipated commercial redevelopment plans for this site, and the fact that potable water is supplied to this area by the City of West Palm Beach, TBE assumes that the NADC levels will be the remediation goal for this property. A Remedial Action Plan was approved by the Florida Department of Environmental Protection (FDEP) on April 18, 2016. Site remediation activities were conducted resulting in soil and groundwater contaminant concentrations below the applicable Soil Cleanup Target Levels and Maximum Concentration Limits or Groundwater Cleanup Target Levels as adopted in Chapter 62-777, F.A.C. (Effective date April 17, 2005). On July 15, 2020, the FDEP issued a Site Rehabilitation Completion Order (SRCO).
