Additional Property Attributes

The initial Phase I and II environmental assessments were completed under the state of Missouri DNR Targeted Brownfields Assessment Program. Reports were completed separately for the east and west parcels on the site to aid in the sale of the property should a prospective purchaser choose to purchase a portion of the property rather than the whole. An updated Phase I was completed to help facilitate a purchase, which fell through. Phase I identified the following RECs: abandoned scrap l, tires, and debris, oil staining and open drums of used oil within the building, and a former incinerator on the western portion of the site. Because of these RECs, a Phase II was performed through the State of MO TBA program. The Phase II identified metals, PAH and naphthalene concentrations above DTLs in the soil and groundwater. Localized arsenic and oil range organics were also identified in soil and groundwater samples. An additional investigation was recommended to determine if piping was connected to underground tanks. This was completed by Terracon consultants under this grant an no tanks were found. The Tier 1 Risk Assessment and ABCA's were completed under this grant and have been provided to interested buyers for many years. The City of Springfield removed surface debris and brush due to health and safety violations and placed a lien agains the property which has been paid. Recently interested buyers have been meeting with the City to discuss the use of Brownfields RLF Loan to remediate in preparation for development. The City is also providing financial incentives including tax abatement, low interest loans, and technical assistance to help facilitate the cleanup and reuse of this blighted and complexed brownfields site. In conjunction with the development of ABCAs for each parcel, a recommended additional investigation was performed by Terracon under this EPA grant. Available data do not clearly document specific point sources however, reported impacts are consistent with historical land use as a salvage and scrap l recycling facility. ls and PAH sources may exist in connection with previous railroad operations on adjoining property to the north. Terracon estimated cleanup costs for three 3 individual brownfield cleanup alternatives (ranging from $150,000 - $400,000). Each of these estimates included mitigation of the impacted soils along with costs to clear trees, dense vegetation, and various solid waste materials from the surface in preparation of the soil cleanup.

Former Use: The property is located northwest of the intersection of East Trafficway and Glenstone Avenue. It is currently comprised of a 0.65-acre vacant lot that was formerly part of a scrap l recycling facility. Based on review of the historical information, the site was developed prior to 1935. the site was developed with a scrap metal recycling facility prior to 1953 which operated until the early 1990s. potential releases associated with the historical use of the site as a scrap metal facility constitutes a REC. The area surrounding the site has consisted of a mix of residential, commercial, and industrial uses. Historical adjacent and nearby facilities include automotive repair facilities machine shops, photo processing facilities, machinery electronics and service facilities, automotive shops, and potential dry-cleaning facilities.
