Additional Property Attributes

The Welcome Center project included the revitalization of a 2,600 s.f. barn into a Welcome Center structure, and the demolition of 2,000 s.f. garage that was attached to the historic barn structure. The steel beams from the garage structure were left in place to the patio that will be used for future town events, e.g. farmers markets, community events. The land to the west of the garage structure slopes steeply up to a parking lot off of Main Street (Rte 5 - part of the Connecticut Scenic Byway). Stairs were constructed to connect the Welcome Center to Main Street thus making an important connection to downtown stores and businesses. A courtyard area in addition to the patio area provides outdoor space between the Welcome Center and the Windsor Connection Resource Center (renovated in 2003). The Chamber of Commerce will be moving into the space in the summer of 2009. In addition, the first community event will be take place by hosting the Annual meeting for the Central Vermont Economic Development Strategy group. The Town will be installing additional infrastructure into the building to include a kitchenette, utility area, and outdoor water access to maintain xeriscape landscaping. This project is the culmination of ten years of planning and budgeting. The Town received a Transportation Enhancement Grant, Scenic Byways Grant and a Downtown Grant for construction. As a Phase II ESA had been completed in 2000 and did not show environmental concerns on the majority of the property, the Town was not prepared for the expense that the site assessment, disposal of PAH soils, and change orders from project delays would add to the total project costs. Matches to this grant exceeded 120,000. As of June 2009, the Windsor Waypoint Welcome Center now houses the Town of Windsor's Chamber of Commerce and a welcome center. Approximately 4 people staff the COC. In addition, on May 20, 2009, the East Central Vermont Community Economic Development Strategy held its Annual Meeting at the Center. Many attendees expressed an interest in using the building for future meetings of other organizations due to its central location in the state. Furthermore, landscaping is now present in the planters that serve as a barrier between environmental conditions and the public and have made the property even more aesthetically pleasing to visitors and town residents.

Former Use: The property was formerly referred to as the WAG property, and was a former machine shop until the mid 1990's when the owner abandoned the property and it was taken by the bank. Previously (1950's) cement blocks were manufactured on the property. It is adjacent to a former Manufactured Gas Plant. The parcel of property is 9,580 s.f.
