Addl Cleanup/Treatment info: Subsurface investigations and an LDEQ Risk Evaluation/Corrective Action Program (RECAP) Management Option (MO) 1 investigation conducted in 2006 and 2007 determined that residual concentrations of arsenic, cadmium, lead, zinc, and TPH-D were detected in soil and TPH-D, TPH-O, antimony, arsenic, beryllium, cadmium, lead, nickel, vanadium, and zinc were detected in groundwater. Although the concentrations exceeded RECAP Screening Standards, they were below MO-1 standards developed for the site based on industrial use. Although the concentrations remaining in soil were protective of human health and the environment for industrial use, excavation of up to 9 inches of surface soil, as well as associated equipment and debris from historical operations (including material with ACM identified while clearing vegetation and soil), was conducted to prepare the site for resurfacing and future reuse. COCs remain in soil and groundwater under MO-1 standards. LDEQ issued a No Further Action (NFA) Letter in 2014 restricting the site to industrial use based on remaining COCs. LDEQ issued a clarification to the NFA in 2023 stating that an enclosed structure could be used on the site.

Incorporate green building techniquesGreen building is the practice of creating healthier, more resource-efficient models of construction, renovation, operation, maintenance, and demolition. Green building techniques can be instrumental in addressing increased frequency and intensity of extreme weather events and natural disasters by more effectively controlling stormwater, reducing waste and energy use, and designing smarter infrastructure that allows for adaptation and mitigation. Techniques may include green roofs; energy, lighting, and water efficiencies; use of sustainable building materials; and incorporation of passive survivability features. Passive survivability is a building's ability to maintain habitability without relying on external utility systems for power, fuel, water, or sewer services, as well as being better able to withstand floods, severe weather, and temperature extremes.
Install green infrastructureGreen infrastructure includes practices and features to reduce the burden of storm events on local water infrastructure. Examples include green roofs, downspout disconnection, urban tree canopies, rainwater harvesting, rain gardens, planter boxes, green parking (permeable pavement), urban agriculture, and community open space.

Additional Property Attributes

North Shreveport Development Corporation received a Cleanup Grant from the EPA.

Former Use: The property operated as a metal galvanizing plant from approximately 1945 to 1985. Environmental assessments including Phase I, Phase II, and RECAP investigations were completed at the site, and remedial actions were taken to address identified contamination from historical galvanizing operations. LDEQ issued a No Further Action Notification for the property in November 2014. A recent Phase I ESA completed by the City of Shreveport during property acquisition due diligence identified a potential subsurface concern from a historical drycleaning facility on a surrounding property, which was not investigated during previous site assessments. A Phase II ESA was conducted under the LDEQ's TBA Program to address concerns associated with the adjoining historical dry cleaners, which identified no impact to soil or groundwater.

Based on past uses and the age of the buildings, we anticipate that the buildings may contain lead and asbestos materials. The City of Shreveport plans to survey the structure prior to redevelopment.

Planned Reuse: The site is planned to be reused by the City for a new police substation. The property is currently vacant and an eyesore and is located in a high crime area. Redeveloping the property for use as a police substation will be extremely beneficial in addressing all of these issues.
