Additional Property Attributes

Former Use: Brownfield/Paper plant/Crown Vantage Corporation, James River Corporation, others. The historical mill property identified as Mill Site #2, contains three contiguous parcels (06-03-226-040, 06-03-280-021, 06-03-280-011) totaling 31.37 acres and is occupied by the remaining mill buildings, 805,000 square feet of space, including a powerhouse and fuel tanks, all of which are in a state of severe disrepair. Metals, solvents, petroleum, and PFAS contaminants have been identified on the site. There is evidence of multiple aboveground and underground storage tanks with no record of removal. The Kalamazoo County Brownfield Redevelopment Authority used its U.S. EPA Brownfield Assessment Grants to assist in cleanup planning activities including community engagement, redevelopment vision planning, and a "Roadmap to Redevelopment" for the Mill Site #2. The City of Parchment utilized the cleanup planning activities to apply for an $800,000 Environmental Protection Agency (EPA) Brownfields Multipurpose (MP) Grant. The EPA Brownfield MP Grant Proposal focused on the assessment and cleanup of the eastern border of Mill Site #2. The City of Parchment was awarded the full $800,000 and will be utilizing the grant for assessment and cleanup activities as early as October 2023 in concert with this subject proposal.
