In November 2006, when the Tribe was negotiating the purchase of the Dungeness Golf Course, our Brownfields staff arranged to have an ASTM certified professional perform a Phase I ESA as a protection against liability to the Tribe. The Phase I was done on November 16, 2006 and the results were that there might be some environmental contaminant concerns on the property. Because of those findings, the Tribe was able to negotiate a better purchase price with the landowners. Once the Tribe took ownership of the property they authorized the ASTM consultant to perform a Limited Phase II ESA to determine if any clean-up was necessary. That work was done in December 2006 and a full Phase II was done in February 2007. The Phase II uncovered contaminants in the golf course equipment wash area and spilled waste oil in the maintenance facility. These problems were phoned in to the Washington Department of Ecology s reporting line. Mr. Ron Timm, of Ecology s VCP program, informed our consultant that, depending on the size of the release and the timeline of the cleanup, Ecology will determine whether or not to list. Mr. Timm noted that the waste oil release will likely not be listed. The waste oil in the maintenance yard was cleaned up by removing the contaminated soil & having it treated at an off-site facility within 90 days of discovery. A reporting waiver was received from the WA State VCP. Cleanup of contaminated water in the equipment wash pit was entered in a VCP Program. There is a waste pile still in place pending testing and recommendations from EPA on disposal. The asbestos in the clubhouse will be removed when the clubhouse is rennovated. Cleanup at the Dungeness Golf Course is not complete but progress has been made and the Tribe will continue to follow the directions of WA State Dept. of Ecology and U.S. EPA to complete the cleanup. Redevelopment plans are to relocate the maintenance yard 1,500 ft. from wells and creek, install a BMP equipment wash area and establish a 1.5 acre wellhead protection area greenspace.
