Additional Property Attributes

This property is part of a larger project begun in June 2002. The Turner Shell property adjoins the Pacific Wholesale Site, Both sites will be purchased by the Willapa Community Development Association (WCDA), a 501(c) 3, and redeveloped into a hotel, restaurant and artisan shops. The WCDA will provide for the Turner Shell Station cleanup through a loan/sub-grant. A developer has been identified for both properties. Further, several other developers have shown interest since beginning the first cleanup on the adjoining property. (PPF-5/2/05)

Former Use: The Turner Shell Station ceased operations in 1999, following return of the station to the original owner. The site contains one service building with an office and two garage bays, two pump islands designed for two fuel dispensers on each island, a 3,000-gallon UST (historically used for gasoline although labeled diesel), and two 8,000-gallon gasoline USTs in a lined vault. Some site cleanup was conducted on the northwest area of the property and an NFA received from Ecology. Subsequently, Mrs. Turner ceased tax payments and the property is eligible for foreclosure. The Pacific County will not foreclose on the property due to the contamination issues. In 2004 a Phase II site assessment was completed through the STRG 128 funds. The assessment indicated a release of petroleum hydrocarbons in the soils and groundwater and significant lead concentrations contaminants beneath the building around the former hoist area. TCLP samples indicated that the lead concentrations were below the Dangerous Waste level. The Willapa Community Development Association acquired the property in August 2006 following payment of all back taxes. The site cleanup is being funded though the WA Coalition Revolving Loan Fund as a loan/grant. (PPF-5/2/05)
