The development of groundwater as a potable supply for future residential use has been restricted to the two pre-existing Type III water supply wells approved for this use by the Benzie-Leelanau District Health Department. Aquifer pump testing demonstrated that there will be no hydraulic communication between shallow, perched impacted groundwater and deep aquifer water associated with the Type III wells.

Property to be redeveloped for residential use.

Former Use: The subject property and surrounding area were developed prior to 1869 by the Leland Lake Superior Iron Ore Company. The subject property was used for the staging of cord wood that was placed in kilns located in close proximity to the site for the production of charcoal. The charcoal was then used as fuel in furnaces for the production of pig iron (iron ore). Iron ore production ceased in the late 1880s and in 1882 the County seat was moved from Northport to Leland. The subject property was utilized in support of County operations from 1882 until 2008. When the County seat was relocated to Suttons Bay in 2008, plans for residential redevelopment of the property were initiated. Environmental assessment activities completed in support of the proposed residential redevelopment of the site resulted in the identification of contaminant conditions that represented a hindrance to safe re-use of the property. The identification of select metals in shallow soils, in particular lead in excess of direct contact criteria at select locations, represented a challenge to residential redevelopment. The Leelanau County Brownfield Redevelopment Authority (LCBRA) acquired the property from the County and also obtained a U.S. EPA Brownfield Cleanup Redevelopment Revolving Loan Fund (BCRLF) loan to complete remedial activities on the property. Utilizing the BCRLF resources, the LCBRA completed remedial activities consisting of the excavation and landfill disposal of impacted shallow soils in order to ensure that residential redevelopment of the site did not result in unacceptable health exposures. Subsequent to the completion of remedial activities in the Spring of 2017, the property was purchased by Courthouse Redevelopment Group, LLC who is actively engaged in the installation of utility infrastructure and preparation of eight (8) individual residential lots.
