Additional Property Attributes

Information obtained during this assessment indicates that underground storage tanks and "oil buildings" were located on the assessed property, and that various chemicals and hazardous substances were used on the assessed property. In addition, the assessed property is located within the boundaries of Monroe County Confirmed Local Waste Site #RO-177. In addition, the adjoining properties to the north, northeast, east, southeast, south, southwest and west were historically used as machine shops, woodworking facilities, various factories, various manufacturing facilities, tin shops, foundries, freight terminals, automobile repair garages, printing facilities, dry cleaners, a mill and a gasoline station. The adjoining property to the east was identified as a RCRA Generator of Hazardous Waste, an active NYSDEC Spill, LST site, and as a PBS facility. Phase II studies were conducted in 1998 on the assessed property in order to evaluate the existence of storage tanks and petroleum impacts on the assessed property, and in 2008 to further evaluate heavy metal and petroleum impacts (i.e. through vapor intrusion, groundwater, and subsurface soil investigations). The 1998 and 2008 Phase II studies conducted on the assessed property confirmed petroleum and/or metals impacts in the soil and groundwater of the assessed property, and the presence of volatile organic compounds in the indoor air of the assessed building. The sump in the basement of the assessed building was identified as a REC in the 1994 Phase I ESA, however, evaluations of the sump were not included as part of the 1998 and 2008 Phase II studies.

Former Use: Currently two connected 5-story buildings constructed of wood and brick between 1890 and 1900. The 280 Lyell Avenue portion has a partial basement. The 55 Dewey Avenue portion has no basement. 286 Lyell Avenue is a partially paved parking lot. Currently vacant commercial property. Past uses include a Stave factory, furniture factory, office, chair factory, elevator company, grain company, tool manufacturing, gasoline station and retail store.
