Additional Property Attributes

The project site was originally occupied by the American Barrel Company from 1938 to 1974. In May 1974, just a few days before the business was scheduled to vacate the property upon orders from local officials, a fire sparked within the on-site building, creating a massive conflagration that leveled several City blocks. The surrounding area was at the time used by a number of manufacturing facilities that were active from the late 1800s into the 20th century. All of the businesses were destroyed by the 1974 fire. Local crews removed the huge debris piles, and backfilled the area using materials that were available. The site was abandoned for over 5 years. In June 1979, the site was redeveloped by the Superior Distributing Company (Superior). Superior constructed a large rectangular building on slab foundation, in the southern portion of the site. Superior utilized the building as warehouse, until 1986, when the site was purchased by the Lawrence Metals Forming Corporation (LMFC). The LMFC operations included manufacturing and custom fabrication of various metal products. In 1999, the Chelsea Economic Development Board (CEDB) purchased the property and several surrounding parcels, as part of the Master Plan for the Everett Avenue Urban Renewal District, an economic development plan for a 5-acre section of the City. In 2000, the on-site building was demolished, and subsurface investigations revealed the presence of substantial concentrations of polychlorinated biphenyls (PCBs) in subsurface soils. The predicted costs to remediate the soils exceeded any feasible development options; further, the location of the Chelsea High School just 100 feet from the site created a potential Imminent Hazard to human health, and the property was fenced off and left abandoned. For over 13 years, the extent of the environmental impacts to the site were studied and quantified, but any opportunity to redevelop the site was deemed too costly. The site was left idle for over 12 years, while all of the surrounding properties were acquired and redeveloped in accordance with the Master Plan. On 6 June 2012, at the request of the City of Chelsea (the City), a meeting was held to discuss site conditions and their possible impact to the surrounding area, including Chelsea High School. The meeting was attended by representatives from the City, Massachusetts Department of Environmental Protection (MassDEP), and United States Environmental Protection Agency (EPA). All entities were concerned about the ongoing environmental risks posed by high levels of PCBs and lead present in the soils. The City also stated that it lacked the necessary funds to address the conditions at the site. In 2013, XSS Hotels through their project entity, Lawrenceville LLC (the Developer), and the EPA, MassDEP, the City, and the CEDB, agreed to a plan for the EPA to complete a risk-based cleanup of the site, which would remediate PCB-impacted materials and allow the City to an acquisition/development agreement with the Developer. The remediation plan focused on reducing the highest concentrations of PCBs at the property as the dominant contaminant requiring cleanup. The feasible, revenue producing future use was to construct an extended stay hotel. The assistance from the EPA brought the City the technical and financial resources to attract the potential developer, Lawrenceville LLC as well as the confidence in the end point of the cleanup goals. In 2014-2015 the Developer took on financial responsibility for further remediation to reduce risks at the site and complete the redevelopment. In March 2017, the Chelsea Hilton Homewood Suites opened for business.
