Climate Adaption and Mitigation - Planning or Assessment

Selected Strategy(ies)Explanatory Text
Evaluate Reuse options that consider impacts from extreme weather events and natural disastersDiscussion of observed and forecasted natural hazard conditions and the associated site-specific risk are part of any reuse considerations. Both current and forecasted extreme weather events and natural disasters may impact the effectiveness of a remedial alternative.
Identify potential risk factors and infrastructure or utility vulnerabilitiesIdentify potential risk factors and infrastructure or utility vulnerabilities resulting directly from the impacts of increased frequency and intensity of extreme weather events and natural disasters. Possible risk factors and vulnerabilities may include proximity to the ocean, infrastructure vulnerabilities, property affected by a revised FEMA flood plain, drought monitor, or wildfire risk map, vulnerability related to changes in frequency and intensity of precipitation events, vulnerability of soil type due to moisture and hydraulic changes, and ground and surface drinking water vulnerabilities.

Additional Property Attributes

Former Use: The current owner of the property is Carl Trant Jr. The property has been in tax title with the town of Brimfield since 1993. The Site was formerly used as a car salvage yard, junkyard and dumping ground since approximately the 1930s. The town wishes to redevelop the Site as part of their Brownfields Initiatives. The Site is approximately 17 Acres formerly used as a car salvage yard, junkyard and dumping ground since approximately the 1930s. The Site is not currently conducting business activities. Carl Trant, Sr., former owner of the Site, died in 2004. Carl Trant, Jr. took ownership of the property in April 2007 and is working in conjunction with the Department of Environmental Protection (DEP) to clean up the Site. A Super lien was placed on the Site by DEP in 1988 to recover funds spent by DEP in assessing off-site private well contamination. A 21E Super lien was put on the property in 1996 by DEP to cover the cost of tire removal from the wetlands located on the Site. A significant amount of solid waste debris, discarded automobiles, auto parts, rusted scrap metal, tire piles and piles of rusted car transmissions are located throughout the Site. Surficial soil staining is exposed at the surface in areas throughout the Site, with the highest concentration located in the central portion (the processing area) of the Site. Empty discarded drums and oil storage tanks dispersed throughout the property. Weston & Sampson observed a 20,000-gallon steel tank (possible former UST), which is located on the ground surface in the western portion of the Site that appeared to be full of oil of unknown origin.
