Additional Property Attributes

The irregularly shaped Site is comprised of four (4) parcels, encompassing approximately 15 acres of land. Access to the Site is available from East Sahara Avenue adjacent to the north of the Site, Boulder Highway adjacent to the west and Glen Avenue adjacent to the south. The foundations of five (5) buildings and an abandoned gas station canopy were observed on western portion of the Site. An approximately 100,000 square-foot, vacant commercial building was observed on the eastern portion of the Site. No spills or stains indicating an environmental concern were observed on the Site. No pungent or acrid odors were observed emanating from the Site. Photographs of the Site are included in Appendix C The Site is in an area characterized by retail businesses, automobile dealerships, and multi-family residences. Multi-family residential buildings are adjacent to the east, and a mobile home park is adjacent to the northeast beyond East Sahara Avenue. A �Circle K� service station is immediately adjacent to the west of the Site, with a �Walgreen�s� pharmacy, vacant land and an automobile dealership adjacent to the west beyond Boulder Highway. Various commercial businesses are adjacent to the south beyond Glen Avenue. An �EZ Stop� convenience store, AAMCO Transmissions and an under construction business park are adjacent to the northwest beyond East Sahara Avenue. Based on readily available historic information, the Site appears to have been vacant desert land from at least 1952 until sometime prior to 1982, when an aerial photograph shows a large commercial building was constructed on the eastern portion of the Site. Five (5) smaller, additional buildings were also observed on the western portion of the Site in the reviewed 1982 aerial photograph. One of these buildings, located near the northwestern border of the Site, appeared to be a service station identified during research as �Jub�s Texaco�. This service station building was demolished sometime prior to 1992. The building located on the western border was demolished sometime prior to the reviewed 1995 aerial photograph. The Phase I ESA has revealed evidence of three (3) recognized environmental conditions on or near the subject Site. First, a historical service station on Site, �Jub�s Texaco�, is considered to represent a recognized environmental condition to the subject Site due to: documented soil and groundwater impact from petroleum hydrocarbons, Benzene and MTBE; and ancillary fuel piping remaining in the ground at the former location of the fuel dispensers. Second, the presence of an oil/water separator (OWS) near the northwestern corner of the Site is considered to represent a recognized environmental condition to the subject Site. Third, the documented presence of MTBE impact to the groundwater in close proximity and immediately up-gradient to the western border of the Site from the facility known as Circle K #2705393/UNOCAL #5522 is considered to represent a recognized environmental condition to the subject Site. A Limited Phase II soil and groundwater assessment to determine the nature and extent of impact to the Site from these three (3) identified sources is recommended. A sampling action plan (SAP) dated March 19, 2009 was submitted to the United States Environmental Protection Agency Region 9 (EPA) Quality Assurance Office. Following the EPA recommended changes, the final SAP was approved on June 16, 2009. Between June 19th and June 25th, 2009, a Limited Soil and Groundwater Investigation was conducted to investigate the recognized environmental conditions previously identified on the subject Site. Hydrocarbons and VOCs were not detected above the laboratory detection limits in the soil or groundwater of the Site. Based on the previous investigations and this soil and groundwater investigation, UER does not recommend additional investigation or activities at this site.
