Additional Property Attributes

The City of Springfield is interested in leasing the site to an affordable housing provider for redevelopment of below-market rate apartments. The property has been rezoned to residential. The property is approximately 3 acres of soil and brush-covered land which has been utilized for the dumping and spreading of construction debris activities since 2004. The second Phase I was completed in 2009 due to the 180-day window associated with the viability of a Phase I assessment. The second Phase I identified a pile of broken ceramic floor tiles with mastic and subflooring attached on the northwest portion of the property. The Phase I recommended the tiles be cleaned up from the property, and $100 from the city sales tax revenues was spent for cleanup. The acerage cleaned up was 0.000206 acres, or 9 square feet. The lessee is currently finalizing construction drawings. They have to relocate a sewer line placement and that has slowed it down. Construction for the redevelopment is expected to start by the end of the year.

Former Use: Prior to 2004, the site was pastureland with a barn associated with a farmhouse on the adjoining property to the east. Property to south is salvage yard. A small structure was present from at least 1930-1954. From 1960-1980, solid waste/trash dumping was conducted in the east portion of the property. The dumping was associated with a farm on the adjoining property to the east and occurred along a fence line present at the time. From 2004 - 3/24/2009, prior to the City acquiring the property, the property was utilized for illegal dumping of construction debris activities. The piles were removed and properly disposed of by the City prior to acquisition and the site has been controlled since then.
