Additional Property Attributes

The on-site structure is a one story brick building over a basement. The site is currently the location of Park Central Flea Market. The Phase I identified identified Recognized Environmental Conditions associated with the historic industrial land use of the site and adjoining/nearby properties. These facilities included a printing company, a gas and electric company, cold storage facility, chemical company, and laundry facility. Visual observations for asbestos containing materials identified wire insulation, peg board, plaster walls, pipe insulation, window caulk, and roofing materials as suspect ACM. Based on these findings, the Phase I report recommended a thorough asbestos survey prior to planned renovations or building demolition. Due to these RECs, a Phase II was recommended. The Phase II was performed by the developer. It identified lead in both soil samples collected and arsenic in one of the soil samples collected, both of which were above residential MDNR DTLs. Since the site is to remain commercial, however, the DTLs would not apply. No further cleanup or sampling was recommended.

Former Use: Based on review of the historical information, the site appears to have been developed since at least 1884. By 1884 the site was developed with 2 small buildings one utilized as a grocery store. By 1886 an additional structure utilized as an office building had been constructed at the site. By 1891 an additional structure utilized as a cigar store was constructed at the site. Between 1896 and 1902 one structure was located at the site consisting of a grocery store, a fruit store, a meat store and a bakery. By 1910 the current-day on-site structure had been constructed. The current-day on-site structure has been utilized as multiple grocery stores, Mound Poultry, Salvation Army, McCann Printing and Litho Company and Park Central Flea Market.
