Additional Property Attributes

The Phase 1 ESA found Hazardous Waste Materials inside the building, such as spent flourescent light ballasts, old tires, used motoroil and filters, and paint thinners, antifreeze, formaldehyde resin and gear box oil. This was in addition to the previous aesbestos containing materials and underground storage tanks previously identified. The building is currently vacant, partially collapsed and condemned. The Phase II ESA required a demolition of the building in order to remove the UST's to successfully sample the extent of the petroleum contamination. A wet demolition was conducted and sampling on the lead and asbestos samples in the soils were documented before and after the demolition. When addressing the building debris and sub-slab the contractor found a mechanics pit and basement not previously documented. The basement and pit was only located under the newer addition portion of the building and included the same types of hazardous waste that was found in the building i.e. bulk debris, light ballasts, spent motoroil, auto repair equipment, etc. Because of the surprise basement and the costs neccessary to address it, the remaining Phase II site work was carried over onto another grant - NVDA's EPA Hazardous Assessment Grant - where the site work continued. The continued work included closing and sampling the six Underground Storage Tanks and pumping out another tank discovered to contain waste motor oil that connected to the discovered mechanic's pit. Upon removal of the sources of contaminant plume, the site was back filled, graded and seeded. The consultants are maintaining monitoring wells where on-going sampling is tracking the progress of the plume's dilution.

Former Use: The property holds a former gas station and service garage, built circa 1930. The property remained in that use until the early 1990's when it was abandoned. In 2005, gasoline contamination was found in the utility corridor by the water and sewer department. ANR conducted tests in the Right-of-Way and across the street and identified the property as the source of a significant plume of gasoline in the area. The past owners refused to address the situation and after 10 years of tax delinquiency, the Town and Village took the property during tax sale. Assessment work was conducted under the permission of the Town and Village. The Phase II work included the demolition of the building and removal of the blacktop drive. The property is now currently vacant.
