The Hughes School Tank Farm site is located near the center of the community of Hughes, Alaska (AK) and includes two lots: Lot 13 is owned by the State of AK and Lot 11 is owned by the City of Hughes. Lot 11 currently contains a water treatment plant/washateria with a community well, City and Tribal buildings, a biomass electrical generation facility, unused fuel storage and distribution infrastructure, and the footprints of two former generator buildings. Lot 13 currently contains a school, teacher residence, maintenance sheds, multiple fuel ASTs, a school utility building with unused diesel ASTs, and the footprint of the former school tank farm (where five ASTs were formerly located).

Historic Site uses include bulk fuel storage and distribution and diesel-fired electricity generation in two former generator plants. The former school tank farm was damaged in flooding that occurred in 1994 and 2006, with diesel releases occurring during each of those events. Concerns have also been identified regarding petroleum contamination in the community well, with benzene detected in the well in 2003.

In 2008, the Hughes Village Council submitted a Brownfield Assessment request to the Alaska Department of Environmental Conservation (DEC) to address contamination concerns at the former electrical generator buildings and the former school tank farm. The proposed reuse of the Site was identified as an area for an Elder/Youth Center and open space for a softball field. The Yukon River Inter-Tribal Watershed Council (YRITWC) hired Braunstein Geological & Environmental Services (BGES) to conduct a Phase I and Limited Phase II Environmental Site Assessment (ESA) in 2008. Soil sampling detected diesel range organics (DRO), gasoline range organics (GRO), residual range organics (RRO), and benzene in Site soils in exceedance of DEC Cleanup Criteria in the vicinity of the former electrical generators and within the area of the former school tank farm. Total aromatic hydrocarbons collected from standing water in the secondary containment area of the former school tank farm exceeded the DEC water quality standard and benzo(a)anthracene and benzo(b)fluoranthene exceeded DEC groundwater standards and EPA drinking water criteria.

In 2012, Shannon & Wilson developed an Analysis of Brownfields Cleanup Alternatives (ABCA) for Lot 11 and portions of Lot 13 for DEC. The 2012 ABCA recommended excavating petroleum-impacted soil to approximately 5 feet below ground surface (bgs) at prioritized locations and treating the soil by landfarming at an off-site A corrective action plan (CAP) was prepared by Shannon & Wilson and Site cleanup activities commenced in 2012. Cleanup activities included excavating petroleum-impacted soil and placing it in a lined landfarming cell and characterizing the remaining soil. Following cleanup activities, confirmation soil samples collected from the limits of the excavation detected GRO, DRO, and benzene in Site soils in exceedance of DEC Cleanup Criteria.

In 2023, a Targeted Brownfields Assessment (TBA) of the Site was requested by YRITWC. Phase I and Phase II ESAs were issued by Eastern Research Group (ERG) in March 2024 and September 2024, respectively. The Phase I ESA identified recognized environmental conditions (RECs) including soil, groundwater, and surface water contamination associated with known and potential petroleum releases; asbestos-containing building materials; and lead-based paint. Additional areas of concern identified included ASTs without secondary containment, hazardous material storage, and minor surface staining.

The 2024 Phase II ESA concluded that isolated Site shallow soils and surface water are impacted by petroleum contamination.
