City of Dayton is undertaking actions to achieve No Further Action through the Ohio Voluntary Action Program for the Dayton Technology Campus. The Dayton Technology Campus was the recipient of a Clean Ohio Revitalization Fund grant. The Dayton Technology Campus represents a portion of the overall Dayton Tech Town Redevelopment. The Dayton Technology Campus (Property) occupies 8 acres bound by Webster Street to the west, Taylor Street to the east, Monument Avenue and a grassy lot along Monument Avenue to the South and the Mad River levee to the north. It comprised the western third of the former General Motors (GM) Delphi Harrison Radiator Thermal Systems Plant property. The City of Dayton began construction of Building G, a Smart Office Building, on the Dayton Technology Campus in Summer of 2010. This project is funded in part with an Ohio Job Ready Sites Grant. The Dayton Technology Campus property has been subdivided and the Parcel upon which Building G will be situated occupies 1.551 Acres. A comprehensive report has been prepared to document the environmental characterization of the Site and identify remedial measures that have been undertaken and will be used to achieve VAP standards for commercial/industrial land use. In the future, this information will be incorporated into a No Further Action Letter for the greater Dayton Technology Campus Property.

Former Use: The Subject Property is bounded by the Mad River levee to the north, Webster Street to the west, Pitt Street partially vacated to the south, and Keowee Street to the east. The Subject Property consists of the parcels that were formerly occupied by the facility buildings and structures of the various GM entities on-site. A CSX rail corridor runs north-south through the eastern third of the Subject Property. Prior to 1950, the Subject Property was occupied by the industrial plant buildings, and infrastructure of the various GM entities operating on-site. The last of these was Delphi Harrison Thermal Systems, which ceased operations on the site in 1995. Prior to that, the Harrison Radiator Division of GM occupied the site after the Frigidaire Division closed in 1979. Frigidaire had operated on the site since 1921. Prior to 1921, Delco Light operated on the site after the newly formed GM purchased Dayton Metal Products in 1916. Prior to 1915, most of the Subject Property was occupied by the Barney & Smith Company, once the nation�s leading manufacturer of wooden railcars. Lumberyards covered much of the site in the 1890s and 1880s.
