Additional Property Attributes

The property subject to this Phase I ESA consists of two separate legal parcels occupying a combined approximately 5.8 acres. The site is currently developed with three warehouse buildings each resting on a concrete slab on grade (Building #5, Building #6, and Building #7). The buildings are connected through bay doors that permit interior traffic from one structure to another. The subject property has been used from at least the late 1800s to the mid-1990s for paper or paperboard manufacturing. Two former millraces crossing the subject property have been filled. The site was identified as a State Hazardous Waste Site in 1994 as a result of historic contaminated fill material, chlorinated solvents in soil and groundwater, and additional volatile organic compounds (VOCs) in soil at concentrations that exceed one or more of the Generic Residential Cleanup Criteria.

Former Use: The earliest record, the 1888 Sanborn map, shows Three Rivers Paper Company manufactured paper, books and newspapers on the subject property and two millraces were located on the property. The 1893 Sanborn maps shows that the oldest millrace had been filled and a warehouse building had been constructed along one of the railroad spurs on the subject property. No significant changes were noted on the 1899 Sanborn map. The 1916 Sanborn map still shows that the subject property was used for paper manufacturing with a small addition to the northwest corner of the main building. Significant warehouse space had been added to the north side of the building by the 1916 Sanborn map. The 1927 Sanborn map shows the Eddy Paper Company in operation at the subject property with several residences on the frontage along E. Broadway Street. Directories show that Fibre Converters purchased the first piece of the subject property from Rocky River Paper in 1949 and began operating at the property. Additional portions were purchased north and south of that original piece through the 1970s. The final portion which is currently vacant was purchased in 1984. Fibre Converters operated at the subject property until 1994, when the company moved operations to Constantine, Michigan. From 1994 until around 2003 the subject property was leased by Surfin Co. which utilized the site for powder coating, painting and assembly of automotive parts. Tenants since that time have included Moreland International and W.E. Slitt. Moreland International, Ltd. operated the site from approximately 2006 through 2010 for the assembly, testing and packaging of large volume plastic tanks (storage bladders) for military use. W.E. Slitt used the subject property as warehouse for large rolls of assorted paper stock. Currently, the three buildings on the property are operated by Premier Melon as a warehouse, shipping, and sorting facility for watermelons.
