Additional Property Attributes

Land use of the subject site (Site) is the Westside Community Action Network (CAN) Center (a 501.c.3 neighborhood and community policing organization). Investigative soil and groundwater sampling indicated that historical commercial and industrial activities in the area have not resulted in major organic impacts to the soil and groundwater at the Site. Soil and groundwater metal analyses indicated elevated concentrations of heavy metals (arsenic and lead) above acceptable Missouri Department of Natural Resources (MDNR) Default Target Levels (DTLs). However, all metal results were below the suggested area background concentrations for lead and arsenic. The concentrations of metals in the site soils did not require mitigation nor did the levels present a significant hazard to the proposed future use of the Site. Based on the concentrations of contaminants of concern (COC) in the groundwater below DTLs, a groundwater restriction is not required for the Site. Therefore, based on the soil and groundwater analytical results indicating COCs generally below DTLs, and the proposed future use of the Site (non-residential), a Missouri Risk-Based Corrective Action Tier 1 Risk Assessment was not required. The building interior did not contain lead above Housing and Urban Development (HUD) regulatory requirement. The asbestos survey indicated select asbestos-containing building materials (ACBM) contained fibrous and transite asbestos. The report recommended that if these materials were disturbed during renovation, the materials should be abated by a licensed asbestos abatement contractor. An attempt was made to contact the Westside CAN Center to inquire whether renovation activities occurred; however, no response was received.

Former Use: The property is improved with a 6,000 square foot structure used as a truck rental facility and a cabinet/woodworking business. Historically, the site was occupied by a steam laundry/dry cleaning business from the early 1930s to the early 1960s and an electrical/machine shop business from the early 1960s until circa 1994.
