The US EPA tasked Tetra Tech to conduct a Phase I and II ESAs of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1407-015. The Swayze Court Apartments consist of two apartment buildings, two garages, and asphalt, concrete, gravel and landscaped areas. A Phase I ESA identified asbestos containing material in the 313 West Court Building. The plan is to renovate a portion of the buildings for residential use and historical preservation. A Phase I ESA was prepared, dated 12/22/14, and identified two RECs associated with adjacent properties: a former gas station to the west of the property and a former potential dry cleaner to the north of the property. A Phase II ESA was performed at the site and soil and soil gas samples were collected for laboratory analysis for VOCs, PAHs, cadmium, chromium, and lead. Soil gas samples were analyzed for TO-15 eters. No compounds were detected at concentrations exceeding the relevant exposure pathway criteria or screening levels. An ACM and LBP survey was performed in October 2014 at 303-327 Court Street and and both ACM and LBP were identified in the building materials at the property.

Former Use: The property address of 303-305 West Court Street was residential from at least 1902 1936, a physician's office/residential from 1941 to 1970, and attorney's office/residential from 1975 to 2005. The property address of 307 - 309 was residential from at least 1902 until it was demolished in 1991. The address of 313 West Court was single-family residential from 1902 until it was demolished for construction of the current Swayze Apartments in 1925. The address of 321 West Court was residential from at least 1902 until demolition in the late 1940s. The current garage buildings were constructed in 1955. The property at 327 West Court has been residential from at least 1902 until 2010.
