The US EPA tasked Tetra Tech, Inc. to conduct a Phase I ESA of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1603-200. The property has been vacant for many years and has an open unsafe building. Neighborhood Solutions Inc. would like to obtain the property to expand its urban agricultural farm operations and reutilize a former library/church building.

Former Use: The site was initially developed for residential purposes; however, a commercial building was constructed on the site in 1925 and remains today. The building was previously used by the Key Tag Checking System Company, Carnegie Textile Company, and the Pentecostal Church of God prior to falling into disrepair. The building has been vacant for over 20 years and is in deteriorated condition. Recognized environmental conditions include: former industrial site use; a coal vault with product storage and a dirt floor; adjacent property use as an auto repair/welding/sheet metal facility; nearby former dry cleaners, gas stations, auto repair facilities, and industrial facilities.
