An environmental assessment was requested to determine how to proceed in the redevelopment of the property. Based on its remote location, it is anticipated that future use of the site would be for recreation/hunting or greenspace. U.S. EPA tasked Tetra Tech, Inc. through the START contract with performing a Phase I and a Phase II Environmental Site Assessment under Technical Direction Document TDD 0003/S05-0003-1705-006.

Former Use: Hamilton Township is the current owner of the property. It was formerly known as the Hamilton Township Dumpsite. Based on citizen knowledge, any common farm/household items from the 1950 to 1960s would have been dumped at the site. There would have been lead paint, tractor fluids/grease, car parts, batteries, etc. On a recent tour of the site, items such as an old clothes washer, bottles, metal cans of all kinds, tires, and various metals such as old fence rolls and car parts were identified. Most of the dumped material is located within the northernmost 10 acres of the site. It is presumed that the dumpsite closed in 1974. A fence was installed by neighbors to prevent intruders. The road leading to the site was decertified as a public road in 1966, and was no longer maintained. A Phase I ESA performed in July 2017 identified a recognized environmental condition: the site was formerly used as a dump. A Phase II ESA was performed in October 2017 and soil and groundwater samples were collected. An EM survey was also performed and identified a few areas of potential landfilling activity. The groundwater samples did not contain any compounds of concern at concentrations exceeding criteria. Soil samples did contain concentrations of metals exceeding criteria. Thus, the property meets the definition of a facility under Part 201 of NREPA. Further investigation is warranted to establish site-specific background concentrations and hot spots. It is also recommended to characterize and properly dispose of the debris dumped at the site.
