The purpose of the TBA is to complete an environmental assessment that can return the Site to reuse in accordance with PADEP cleanup criteria, via the PADEP Land Recycling Program VCP.

Former Use: According to the Phase I ESA completed by Environmental Consulting Inc. in 2015, two contiguous three-story commercial buildings occupied the Site from early 1900s to 1990s, when the structures were demolished and removed from the Site. The former structures consisted of two adjoining three-story structures. One row home style three story structure was present on the southeast corner of the Site with an address of 2030 N. 16th St, One L-shaped three story structure occupied the remainder of the Site with an address of 2032-2036 N. 16th St. According to a Philadelphia Dept. of Licenses and Inspections permit issued on June 7, 1937, one 1000 gallon gasoline underground storage tank (UST) was proposed to be installed in the northeast portion of the 2032-2036 L-shaped three-story building Two existing 550-gallon gasoline USTs were identified on the site diagram associated with this permit in the northeast portion of the same building (Environmental Consulting Inc., 2015). From the early 1900s until the early 1940s, the buildings formerly located at the Site were used as a gasoline fill station, a garage, and a commercial store. From the mid-1940s until approximately 1980, the Site was owned and operated by Harrison Art Advertising and Twenty Thirty-two Inc. During this time, the building were used for printing and publishing, manufacturing of upholstered furniture and leather goods, photography processing, silk screening, and manufacturing of flags and decorations. The Site was used as a warehouse in the 1980s and as an automotive repair shop in the 1990s until the structures were demolished (Environmental Consulting Inc., 2015).
