Additional Property Attributes

Former Use: The property was previously owned by Croell Redi-Mix Inc., a cement company, and consist of several commercial buildings. The structures located on the Property were originally constructed circa 1970. The property contained a former railroad bed and train depot that were located on the west side of the Property 1885-1970's. The property also contained coal storage from circa 1895-1927. Starting in 1927 Western Oil Company garage was located adjacent to the property to the north. From 1900-1906 a steam laundry and chemical cleaning shop was located adjacent to the property. Croell Red-mix was planning on expanding its business operation. The site was in a transitional area downtown with numerous historical buildings surrounding the site. In 2017 the city of West Branch pursued a land swap of 12 acres of industrial park property for this 3.45 acre site. Environmental assessment found asbestos in the buildings. The city received an IA DNR Derelict building grant to abate asbestos and demolish structures on the site in order to make the site ready for reuse/redevelopment. Over 75% of the building material from the site was diverted from the landfill. At this time no additional cleanup is necessary on the site. Developer purchased property on March 6, 2023 along with surrounding properties for approximately $800,000. Developer cut down trees and chopped into up to 300-500 cubic yards of mulch from the site. In October 2022 developer started construction of Phase I of a four Phase development to add over 40 housing units and commercial space to the development site. All four phases estimated to cost over $12 million to complete. Developer received an IEDA Workforce Development Grant for $908,000 in September 2022 to assist with cost for Phase I. City has entered into a development agreement with the developer for TIF and Tax abatement for up to 10 years.
