The reason for the unknown on the Institutional Controls and unknown on cleanup required is that the final development proposal has not been approved by the City yet. It is likely that some type of institutional control will remain (although the restrictions could be less imposing) and that no cleanup will be required to secure approval of the development. Approval of the plan review package will also likely require a modification of the existing institutional controls to change the development use from industrial to residential.

Additional Property Attributes

Contaminants identified on the property and the restrictive covenant have prevented the reuse of the property by increasing the cost for redevelopment and impeding the remediation of impacted soil. This funding is assisting the potential developer to address issues required by the City of Fort Collins prior to them approving the Site for residential development of 152 4 and 5-story residential units and parking.

Former Use: The property was used by The Poudre Valley Gas Company (PVGC) as a gas manufacturing plant from approximately 1905 to the 1920s, leaving a gas holder that was partially removed in 1966. The underground portion of the tank was identified on a portion of the Site in the 1990s. The contents of the tank (reportedly waste oil or coal tar) were removed, and during the removal, coal tar was observed in the soil and groundwater pits in the vicinity. In 2003 the Poudre River Removal Action Project began to clean and prevent non-aqueous phase liquid (NAPL) on the river and the vicinity. In conjunction of the project, a covenant was recorded to prevent subsurface disturbance and groundwater use on the area, including this property. In 2016, a subsurface investigation identified concentrations of contaminants in groundwater pits at the Site. Currently the former gas plant is the location of a former bulk fuel plant, retail and office facility for Shrader Oil Company. As well as being Shrader�s workshop, the Site also contained warehouse storage, vehicle maintenance, vehicle wash and a storage yard. The Site is also located adjacent to a former landfill, where elevated levels of naphthalene, benzene, xylenes and chromium were observed in groundwater samples.
