Additional Property Attributes

The Property consists of a trapezoid-shaped parcel (Tax Parcel ID No. 22168), 3.11 acres in size located in a relatively rural, wooded area characterized by low-density residential land development with adjacent commercial usage. The lot is not fenced, but the gravel driveway in the southeast corner is closed off with a cable. The eastern one-third of the Property shows evidence of regular activity. The rest of the Property has steep topography, dense vegetation, and appears to be unused. The eastern one-third of the Property is used by KIB (Women?s Bay Service Area) as a storage facility for road maintenance operations. There is an area of old culvert pipe storage, areas of piled stumps, several asphalt piles, and a large area of miscellaneous fill. There is also a large, rectangular concrete bunker-like structure located in the northeastern quadrant of the Property. It consists of thick concrete walls over 10 feet high, with no doors or roof but a large opening at one end. The floor is gravel and vegetation has become established. This structure may be a remnant of the military usage of this area from World War II. No signs of recent usage of the bunker were observed. Former Use: Based on a review of publicly-available information the Property was historically part of a large Department of Defense (US Army and Navy) installation with occupation dating to possibly the 1930s. The Property was subsequently owned by the Alaska Department of Natural Resources (DNR), and KIB purchased the land from DNR in 1968. The Property has apparently had limited use for decades, but access has been largely uncontrolled. For this reason the Property is believed to have been used at times by public. EPA CWA grant funding was used to complete a Phase I ESA and at each property which identified the following RECs: ? The Women?s Bay Service District utilized a concrete bunker structure located on the property for ?control burn and fire training purposes.? Controlled burning activities using flammable material such petroleum products, solvents or other hazardous materials to create controlled fires for training purposes can produce environmental contamination. In addition, several fire-fighting foam products are known to contain a class of contaminants known as per- and poly-fluoroalkyl substances (PFAS), which have been manufactured since the 1950s. Based on the RECs identified above, a Limited Phase II ESA was completed at each property. The scope of work included collecting soil and or groundwater samples at each site. The Phase II ESA results for each revealed: ? The analytical data collected during this investigation indicate that arsenic was the only constituent detected in soil and groundwater at concentrations greater than the applicable ADEC cleanup values. However, since there is no known anthropogenic source of these metals at the Property, the reported arsenic concentrations are considered indicative of natural background concentrations. ? Based on the data collected during this Limited Phase II ESA, no further assessment of groundwater is warranted at this time.
