Additional Property Attributes

The Property (KIB Parcel ID 24318) is comprised of one 2.49-acre parcel of land located at the western corner of the intersection of East Rezanof Drive and Egan Way, in a mixed-use area on Kodiak Island, Alaska. Based on available historical information, the Property appears to have been first developed with the existing structures in 1968. The Property is owned by KIB, and is occupied by residential apartments, a mental health facility, an office, and associated parking areas and landscaping. Surrounding areas to the northeast (beyond Egan Way) and northwest are primarily municipally operated properties including Kodiak High School, Kodiak Island School District offices, KIB office, and Kodiak Public Library. Areas south of the Property (south of East Rezanof Drive) include both residential and commercial properties. Chiniak Bay is located approximately 720-feet south of the Property. EPA CWA grant funding was used to complete a Phase I ESA which identified the following RECs: ? Based on information provided by the User that included an underground storage tank (UST) survey report conducted in September 2012, an abandoned heating fuel UST is likely present on the Property on the south side of the mechanical building. A vent pipe that may be associated with this UST was also identified during the site visit. Based on interviews with the User and key site manager, it is believed that this UST was abandoned in place and remains onsite. The presence of an unregulated heating fuel UST on the Property, and the possibility of subsurface contamination resulting from leakage of the UST over time, constitutes a REC. ? Several active and closed cleanup cases resulting from leaking heating fuel tanks (USTs and aboveground storage tanks [ASTs]) were identified on adjacent and/or upgradient sites. Based on the shallow depth to groundwater in the vicinity of the Property, inadequate delineation of the extent of these releases, and the close proximity and/or upgradient hydrologic position of these sites with respect to the Property, these cases collectively have contributed to the degradation of soil and groundwater in the vicinity of the Property and therefore constitute a REC and potential vapor encroachment condition (VEC). Findings that do not represent RECs but may require evaluation or action are summarized below ? Based on information provided by the User that included an asbestos survey report completed for portions of select Property buildings in September 2016, prior to planned renovations, asbestos containing material (ACM) was identified in both the paper and bulk interior of sheetrock in the buildings sampled. The report noted that the sampled sheetrock was representative of sheetrock in the entire building, as no major repairs were noted during the survey. Additionally, the User indicated that ACM identified in the mechanical building was abated in 2006, and that areas of the office and apartments may have been abated in 1998 and 2009 as part of renovations. Based on findings from previous surveys, information provided by the User, and the date of construction of existing Property buildings (circa 1968), additional ACM or other hazardous building materials may be present in existing Property buildings. The potential presence of these materials should be considered and managed appropriately during any future site redevelopment. The possible presence of ACM or other hazardous building materials does not constitute a REC. ? Two heating fuel ASTs and two boilers were identified on the Property. No staining or visible evidence of leakage in the areas of the ASTs or boilers was identified during the site visit. The presence of these features, without evidence of a material release, does not constitute a REC.
