Additional Property Attributes

The property is owned by the Saginaw Chippewa Indian Tribe (SCIT) of Michigan and the property was used as an industrial boarding school. The SCIT would like to better understand the contamination and the feasibility of preserving the buildings. EPA has tasked Superfund Technical Assessment and Response Team (START) to further assess the site and evaluate the buildings under Task Order Line Item No. 68HE0519F0107-0001BF101. The SCIT completed a Phase I and II ESA, a Baseline Environmental Assessment and a Due Care Plan. In addition, SCIT completed ACM surveys in 2005 at the seven buildings. Buildings are described as follows: #2 - dormitory/schoolroom; #1 and #3 - dormitories; #31 - auditorium/chapel./school; #33- gymnasium; #34 - office/supervisor quarters; and #71-carpentry shop. The Phase II ESA identified lead in soil around the perimeter of several of the buildings at concentrations exceeding Michigan Environment, Great Lakes and Energy (EGLE) direct contact criteria. START completed the Phase II ESA to include: ACM surveys of Building #2 and #33; a regulated materials survey at building #33, review and survey for additional ACM and update the abatement cost estimate for Buildings #31, #33, and #71; and delineate surficial shallow lead in soil around the buildings. The ACM survey indicated that additional ACM was identified in Buildings #31 and #33 and regulated materials are present in Buildings #2 and #33. Soil sampling delineated the lead concentrations detected in the shallow soil around the buildings. In addition, mercury was identified in one soil sample at a concentration exceeding EGLE criteria. A conceptual remedial action plan was prepared to remediate the lead and mercury exceedances by soil excavation for off-site disposal at a licensed nonhazardous waste landfill or installation of engineered barriers.
