Additional Property Attributes

A January 2021 Phase I ESA at the Site revealed the following Recognized Environmental Conditions (RECs): Onsite: 1. The former Lawen Store operated on the Subject Property as a fueling service station and there is potential for underground storage tanks (USTs) to exist on the Subject Property. Based on the fueling operations, and potential presence of USTs, it is feasible that impacted soil, groundwater, and/or vapor are associated with the Subject Property. 2. A burn pit was identified on the Subject Property which has the potential to have impacted the surficial soil at the Subject Property. 3. Improper storage of used/dismantled cars, boats, etc. on bare ground has the potential to have impacted surficial soils at the Subject Property. 4. Given the rural location of the Subject Property, it is likely a septic system exists on the property. According to the Harney County On-Site Sanitation Department, due to the age of the on-site building, the system would predate (mid 1970s) the required permit to register a septic tank. Given the unknown location of the septic system and unknown structural integrity of the system, it is feasible that impacted soil and groundwater are associated with the Subject Property. 5. The Subject Property appears to have been utilized as agricultural land from the early 1980s to the early 2000s. During that time, there is potential for herbicide/pesticide use and has the potential for contaminated surficial soil. Off-Site RECs: Cardno's review of available records, as well as the findings of windshield survey of the area indicated that no off-site RECs are present in association of the Subject Property. Non-Scope Issues: Based on this Phase I ESA results, the following non-scope issues were identified and documented and further testing activities and/or other action were recommended. Cardno completed a Phase II ESA at the Site in July 2021 and identified multiple volatile organic compounds (VOCs) in site soil above RBCs; namely, gasoline-range organics (GRO), benzene, ethylbenzene, naphthalene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, and total xylenes. Arsenic and lead were also detected above regulatory criteria; however, arsenic concentrations did not exceed anticipated background levels for naturally-occurring soils. Additionally, the following VOCs were identified above RBCs in Site groundwater: GRO, benzene, 1,2-dichloroethane, ethylbenzene, 1,2,4-trimethylbenzene, and total xylenes. VOC exceedances identified in Site media are presumed to be attributed to a former UST system at the Site. Based on the results of this Phase II ESA, Cardno recommends further action be taken to address the soil and groundwater RBC exceedances in the vicinity of the former fueling operations. Additionally, Cardno conducted limited asbestos and lead-based paint surveys at this Site in July 2021. The survey did not identify any asbestos in Site building materials, but identified multiple lead-based paints impacting Site building materials.
