Additional Property Attributes

A Phase I ESA at the Site revealed the following recognized environmental conditions (RECs):
On-site:
1. During the inspection, Cardno observed piping located along the southern property boundary potentially associated with an abandoned underground storage tank (UST). In the event an UST was installed on the Site, it likely contained oil (petroleum) used to heat the former church.
Offsite:
2. Cardno observed an automotive repair garage located on the southern adjacent property at the corner of North Alder Avenue and East Washington Street. Cars in various stages of disrepair were observed stored around the building on unpaved surfaces, and odors consistent with volatile organic compounds (solvents) were noted during the inspection emanating from the adjacent property. Based on the potential for hazardous substance and/or petroleum constituent release(s) associated with on-premise automotive repair and/or spilled automotive fluids, this adjacent facility has the potential to adversely impact the Site subsurface with regulated constituents.
3. The property located on the southeast corner of Broadway and Washington Street is depicted in the 1930 and 1936 Sanborn Fire Insurance Maps as a "Gas & Oil & Auto Greasing" facility, and listed with Oregon Department of Environmental Quality (ODEQ) as a former automotive service station. This facility's gasoline operations were likely supported by UST system containing petroleum products. Further, the facility likely handled hazardous substances and petroleum products in association with automotive service and repair. Based on the historical use of the property and proximity with respect to the Site, located 300 feet southwest, this facility has the
potential to adversely impact the Site subsurface with hazardous substances and/or petroleum constituents.
4. The property located 275 feet northwest of the Site at the corner of North Broadway Avenue and East A Street is identified in the 1930 Sanborn Map as a as a "Clothes Presser." Field reconnaissance proved the property is currently a cleared lot. Historically, clothes pressing involved dry-cleaning of garments with hazardous substances, specifically chlorinated solvents, which became widely used in this industry in the 1930s.

A Phase II ESA was completed at the Site in July 2021. The Phase II ESA identified petroleum impacts to site soil; namely, volatile organic compounds (VOCs) and gasoline-range organics (GRO) were identified in Site soils. No impacts to Site groundwater were identified. Cardno recommends further evaluation of potential vapor intrusion impacts prior to Site redevelopment.
