A January 2021 Phase I ESA at the Site revealed the following Recognized Environmental Conditions (RECs):
Onsite:
1. Soil and groundwater contamination was identified subsequent to UST decommissioning at the Subject Property on Parcel 3. Additionally, the existence of the fuel islands indicates fuel lines were not properly removed during the UST decommissioning.
2. Inoperable in-ground hydraulic lifts were identified in the former service station, located on Parcel 3. Based upon on-site interviews conducted with Mr. Ron Pierce, the hydraulic reservoirs overflow with water and there is potential for release of hydraulic fluid in the subsurface soils.
3. According to the current property owner, a sump is located adjacent to the boiler in the basement of the former Bontemps Motel, located on Parcel 1. There is potential for a release from this sump.
Offsite:
4. The Fuel Good gas station, located at the south adjacent property, has been in operation since the early 1980s to present day. This facility currently utilizes three USTs and six ASTs of varying contents and sizes. Based on the duration of operation, fueling operations, and proximity, this facility may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property.
5. The Point S Tire (Former Knieriem's Auto Body) is listed on the ECSI database for properties of potential contamination. It is unknown the duration of operation and/or site activities. Based on auto body operations, inferred groundwater flow direction, and proximity, this facility may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property.
6. Quality Cleaners was in operation for at least 60 years. This dry cleaning facility was depicted on the 1930 and 1936 Sanborn FIMs. According to a Preliminary Assessment conducted on this property, soil and groundwater contamination associated with dry cleaning operations exceeded risk based concentrations (RBCs). Based on the duration of operation, known contamination, and proximity, this facility may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property.
7. The Roe Davis Auto Wrecking facility operated from the 1930s to the late 1990s. This auto wrecking facility is depicted on the 1930 and 1936 Sanborn FIMs and in aerial photographs up to 1999. This facility reportedly utilized seven USTs at one time of varying size and contents. Based on the duration of operation, use of USTs, and inferred groundwater flow direction, this facility may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property.
8. The Parr Lumber facility historically operated as a large garage with a gas & oil building. Further, an auto wrecking facility is depicted on the 1930 and 1936 Sanborn FIMs. According to ODEQ records, this facility formerly housed a service station. Based on the duration of operation and historic garage and service station, this facility may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property.
9. A large garage was noted at the east adjacent property in the 1930 and 1936 Sanborn FIMs. It is possible historic auto repair operations could have occurred at this facility. Based on the historic garage, possible auto repair, and proximity, this facility may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property.
10. The Burns Steam & Laundry facility was noted north of the Subject Property in the 1930 and 1936 Sanborn FIMs. It is possible that this facility may have historically utilized Stoddard solvents (petroleum solvents) as part of the dry cleaning operations. Based on the historic dry cleaning operation, inferred groundwater flow direction, and proximity, this facility may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property.
