Additional Property Attributes

The subject site is currently owned by Wayne County Land Bank and is listed as Tax ID No. 70118-08-94888. The Property is currently undeveloped. Based on the historical records, the Property had previously been developed with a shed, built in 1900 and a residential building built in 1920. According to the municipal and historical records, the garage building was constructed in 1980/1981. Based on the City Directories, the Property was identified as a residence in 1980, as Frank's Gulf and Auto in 1983, and as Frank's Auto Parts and Repair from 1987 through 2005. Buildings were reportedly demolished in 2021. A Phase I Environmental Site Assessment (ESA) was conducted for the Property by LiRo Engineers (LiRo) on behalf of the Wayne County Regional Land Bank Corporation (LiRo, November 2019). The Phase I ESA identified the following recognized environmental conditions (RECs): * According to the records reviewed 8106 Margaretta Road contained Franks Auto Parts and Repair from 1987 through 2008 and Frank's Gulf Station in 1986. LiRo was not able to confirm whether gasoline-fueling operations were conducted on-site in the past. The 1995 aerial photograph shows vehicle and material storage across the northern portion of the Property, concentrated most heavily in the northwestern portion of the Property around the garage building. The former use of the Property as an auto repair garage and potentially a fueling facility is a REC. * At least one floor drain was noted within the former auto repair garage. The discharge point of this floor drain is not known and may have historically been to the on-site soils or a former septic system. The scope of work for Phase II efforts described herein was selected to evaluate whether environmental impacts associated with historical use of the site exist and determine if demolition of former structures resulted in the presence of buried building debris and/or hazardous building materials.
