Additional Property Attributes

The subject property is approximately one acre in size and is developed with a vacant cinderblock building and infrastructure related to a service station, including a fueling island with an overhead canopy, a garage containing two service bays, and three "out of use" underground storage tanks (USTs). In addition, an inactive soil vapor extraction (SVE) remediation compound is located on the east side of the service bays. The subject property was identified as having a recognized environmental condition (REC) due to the property's historical use as a service station containing USTs, which were still in place on the property. Field sampling was performed in substantial compliance with the Phase II field sampling plan.
After removal of the USTs, soil samples were collected at six locations in the tank hold on the subject property. Asbestos-containing material (ACM) and lead-based paint (LBP) sampling was conducted inside and outside of the former service station building by Acme Environmental, Inc,
(Acme). Acme also conducted a light fixture survey to estimate the number of ballasts that may contain polychlorinated biphenyls (PCBs).
No contaminants of concern (COCs) were detected in soil samples from six locations associated with the USTs. ACM was detected in bulk samples of window glazing from the former service station building bathrooms. LBP was detected on the exterior walls and interior walls of the
building along with various door, window components, and structural steel. The Toxicity Characteristic Leaching Procedure (TCLP) analysis of a representative lead sample determined that the detected lead is not considered hazardous waste. Acme estimated that eight ballasts that may contain PCBs may be present at the site based on the fluorescent light fixtures observed associated with the former service station building.
