Additional Property Attributes

* An asbestos inspection was completed to determine the presence and extent of ACM. Sixty-three bulk materials were collected and analyzed in accordance with National Emissions Standards for Hazardous Air Pollutants (NESHAP), as adopted by EPA, and Asbestos Hazard and Emergency Response Act of 1986 (AHERA) protocols. Chemical analysis showed that four materials associated with the building were determined to contain asbestos. Those materials included 9-inch by 9-inch vinyl tile flooring, 12-inch by 12-inch vinyl tile flooring and associated mastic, and pipe wrap.
* The Phase I Update ESA documents the review of historical and regulatory records and site reconnaissance activities to identify RECs for the property in accordance with ASTM standard 1527-13. Multiple RECs were identified for the property including:
o The presence of a large tank with an unknown substance, a tote with an unknown substance, two nitrogen cylinders, a cathode-ray tube (CRT) monitor, and two 55-gallon drums containing an unknown substance.
o The presences of electrical ballasts possibly containing polychlorinated biphenyls (PCBs) are located throughout the site building. The presence of PCBs is of environmental concern.
o Several drains were identified in the old fire station garage and in the station's basement. It is possible that unknown chemicals were dumped into the drains. The location of the drains and presence of potentially hazardous substances pose a REC to the subject property.
o Petroleum staining was identified in the site building; specifically, on the concrete floors of the old fire station garage. The staining on the concrete floors indicates that petroleum products may have been released and therefore is a REC.
o An environmental database review identified a few historic businesses that are considered RECs based on the businesses use of hazardous substances and the distance and topographic location from the subject property. These include:
? The Berkeley Auto Repair historically located at 6126 Madison Avenue and directly northeast of the site.
? The SWASH laundry historically located at 6132 Madison Avenue and the Speed Wash Coin Operation historically located at 8549 Airport Road. Both businesses were directly northeast of the site.
o An initial vapor encroachment screening was conducted in accordance with American Society for Testing and Materials (ASTM) Practice E 1527-13 to determine potential for subsurface vapors below existing and/or proposed on-site structures as a result of possible or known below-grade presence of petroleum, hazardous, or toxic materials that may contain volatile or semi-volatile organic compounds (VOC/SVOC). A "non-invasive" screening process, including a site reconnaissance and records review, was used to conduct the initial vapor encroachment screening. Based on the initial screening process, Seagull determined that a potential for vapor encroachment exists at the site. The determination that a vapor encroachment condition exists poses a REC to the subject property.

Soil samples were collected from two borings installed on the north and south sides of the building. Soil samples were analyzed for concentrations of volatile organic compounds, total petroleum hydrocarbons, semi-volatile organic compounds, arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver. Arsenic and lead was found in soil samples with concentrations above DTLs (default target levels) but below residential risk-based target levels. Both borings were converted to temporary monitoring wells so that groundwater samples could be collected. Only the well on the south side of the building produced water for sampling. Chromium, barium, cadmium, lead were found in groundwater but were below DTLs.
A LBP inspection was conducted in June of 2020. A room by room assessment of all painted/varnished surfaces was performed, consisting of a minimum of one XRF (X-ray fluorescence) reading collected from each painted/va
