Additional Property Attributes

The property is located in the central area of Buffalo, Missouri, within a mixed-use residential-commercial area. The property consists of approximately 0.39 acres of land space for the main developed area of the site, and approximately 0.18 acres for the parking lot. Developments on the site include one mixed-use commercial-residential facility constructed in 1873, last remodeled in 1981, with two living areas and a garage constructed in 1927 and 1959. The northern region of the site is paved with asphalt and utilized as a parking lot and driveway. East from the funeral home, across Maple Street, is a 6,324 square-foot asphalt paved parking area that is a part of the subject property. The property will be redeveloped into senior care facility.

An off-site source of petroleum products and an off-site source of chlorinated solvents have been identified as Recognized Environmental Conditions (RECs) for the property. The Montgomery Oil Company and Buffalo Station historically occupied the site located at 118 N. Maple Street, approximately 250 feet upgradient to the site. Off-site contamination was reported to the north and west from this LUST site. The former Allen Dry Cleaners & Laundry site, 306 E. Main Street, historically used chlorinated solvents to dry clean materials and was reported to have been abandoned.

A Phase II Environmental Site Assessment was conducted to determine the presence of contaminants from off-site Recognized Environmental Conditions (RECs) identified in a Phase I Environmental Assessment report dated August 12, 2019. The Phase II activities included the collection and analysis of soil samples from five borings.
Soil samples were chemically analyzed for concentrations of Volatile Organic Compounds (VOCs); Total Petroleum Hydrocarbons (TPH) - Gasoline Range Organics (GRO), Diesel Range Organics (DRO), and Oil Range Organics (ORO); and Polycyclic Aromatic Hydrocarbons (PAHs). Results showed detectable concentrations of VOCs, TPH-GRO/DRO/ORO, and PAHs. However, all of the detected concentrations of those contaminants were below Default Target Levels (DTLs) listed in the 2006 Missouri Risk-Based Corrective Action (MRBCA) guidance document. Because DTLs are the most conservative concentrations for exposure to contaminants, the site does not pose a risk to redevelopment of the property. No further action is needed to reuse or redevelop the property.
