Additional Property Attributes

The approximately 5.4 acre property is mostly vacant except for the Firehouse #1 of the Owensville Volunteer Fire Department located in the southwest corner of the property. The city obtained ownership of the property in 1991. The eastern portion of the property was originally occupied by DRF Shoe Company in the 1940's and then by Polytech Industries from the 1960's until 1989. Polytech Industries manufactured plexiglass until a second fire destroyed the facility. The building was completely demolished in 1989. A Phase I Environmental Site Assessment dated June 8, 2018, conducted by Cochran, identified two 6,000-gallon underground storage tanks (USTs) installed by Polytech Industries. The recognized environmental conditions (RECs) identified were: petroleum/petroleum Products, polychlorinated biphenyls, and volatile organic compounds. One tank contained used oil and the other contained methyl methacrylate. Both tanks may have been removed in 1991 but a site assessment was never completed. Additionally, during the second fire at Polytech a transformer fell and discharged oil that contained polychlorinated biphenyls (PCBs). The city of Owensville is exploring the possibility of constructing a police station on the property. Surface and subsurface soil samples were collected at the site. Samples were analyzed for contaminants including volatile organic compounds (VOCs), total petroleum hydrocarbons (TPH)-gasoline range organics (GRO), TPH-oil range organics (ORO), lead, and polychlorinated biphenyls (PCBs). Lead and acetone were detected in concentrations below residential use levels but no other contaminants were found. A geophysical survey was conducted and an anomaly was noted in the northeast portion of the site that may be an underground storage tank. Soil borings were drilled in the area of the anomaly, and soil samples were taken, but no evidence of a release from a tank was found. Although no evidence of a release was found, the contractor recommended further investigation to determine if a tank if present or not. That investigation was not conducted as part of this assessment.
