EPA performed a Phase I Environmental Site Assessment (ESA) at the Site in late April 2021. The purpose of the Phase I ESA was to evaluate the property, and to a more limited scope, surrounding properties, for the presence of recognized environmental conditions (REC), historical recognized environmental Conditions (HREC), controlled recognized environmental conditions (CREC), and/or de minimis conditions (as defined by the American Society for Testing and Materials (ASTM) Standard E 1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (ASTM Standard E 1527-13) in connection with the Site. No samples were collected and no testing was performed as part of the Phase I ESA.
EPA performed a Phase II Environmental Site Assessment (ESA) at the Site in late March 2022. The purpose of this TBA is to complete an environmental assessment that can supports the Subject Property's reuse in accordance with Pennsylvania Department of Environmental Protection (PADEP) cleanup criteria. The objective of the sampling was to identify and evaluate the remediation or restrictions that would allow successful redevelopment of the Subject Property through PADEP's Voluntary Cleanup Program (VCP). To meet these objectives, Tetra Tech collected 29 soil samples from the Subject Property for laboratory analysis. Metals and mercury, VOCs, SVOCs, and PAHs were detected in soil on the site. Arsenic, vanadium, benzo(a)anthracene, benzo(b)fluoranthene, and dibenzo(a,h)anthracene concentrations exceeded PADEP residential standards.
