Additional Property Attributes

The subject property consists of approximately 0.093 acre of land that is occupied by an approximately 8,292
square foot, three-story building constructed of wood frame and beams that was built in 1890. The subject
property is zoned as Commercial with recent use as apartments, retail space, and storage. The subject
property is identified through West Virginia public tax records as Parcel ID 47-10-0006-0024-0000.
The subject property was historically used as a hotel, apartments, and retail store space. The structure's
apartments are currently vacant, but the commercial businesses are still active on the street level (thrift store
and barber shop). The subject property is located on the western side of Main Street and approximately 900
feet east of the Shavers Fork of the Cheat River in Parsons, West Virginia. Downstream Strategies also
completed an Environmental Assessment for this subject property in September 2021 which will be
referenced throughout this Phase I ESA report. The subject property and surrounding properties are supplied
by the City of Parsons municipal water service (DS 2021).
The subject property is bordered to the east by a commercial property, the west by a residential property,
the north by a vacant lot, and the south by a community park.
These properties, including the subject property, have never been developed for industrial purposes. The
future planned use is for the existing structure to be demolished and redeveloped as a mixed-use multifamily
residential and commercial use building. The Phase I ESA has not identified any RECs, CRECs, HRECs, and a VEC can be ruled out for the 193 Main Street property. Asbestos-containing building material was identified during the asbestos inspection.
