Additional Property Attributes

The property contained a former industrial facility that performed plating, buffing, zinc die casting, metal forming, stamping, phosphatizing, painting metal parts and furniture manufacturing. The property has been vacant since 2014 and is located within the City's main thoroughfare. The city is seeking assistance from the EPA TBA to complete additional sampling for polychlorinated biphenyls (PCB) in concrete and soil at the site. The sampling is needed to further delineate the vertical extent of the PCB contaminated area and evaluate the concrete for disposal purposes. The city intends to redevelop the property as mixed commercial office and retail use. The Phase II identified PCB contamination in the concrete in the East and West rooms. PCB concentrations in concrete in the East room exceeded 50 milligrams per kilogram (mg/kg) and must be disposed of as Toxic Substances Control Act (TSCA) waste. PCBs were detected in the concrete in the West Room at concentrations above 1 mg/kg but below 50 mg/kg, therefore this concrete should be disposed of as TSCA-regulated waste. PCBs were detected in soil samples from the East room at concentrations exceeding 50 mg/kg, requiring disposal as TSCA waste. PCBs were detected in soil in the West room at concentrations above 1 mg/kg, but below 50 mg/kg, therefore soil in the east room requires disposal as TSCA-regulated waste. Samples were also collected of the concrete and soil for Toxicity Characteristic Leaching Procedure (TCLP) and found to be below hazardous criteria.
