Portion of property identified as 901 5th Street listed as a machine shop in 1974, 1979, 1984, 1989, 1992, and 1995. The structure is currently used for storage. The portion of property identified as 915/919 5th Street listed as a battery shop in 1974, 1979, 1984, 1989, 1992, 1995, 2000, 2005, 2010, 2014, and 2017. The structure is currently used for storage. The City conducted the three Phase I ESAs highlighted in this work package on both 901 and 919 5th Street as one report as they had the same ownership and were acquired by the same entity; however, the City is entering each property into ACRES as separate work packages due to their differing cleanup approaches. The amount of funding expended for the Phase I ESAs will be split evenly between the two properties. The corresponding Phase II ESAs were conducted separately. The City completed ground penetrating radar (GPR) activities, outside of this cooperative agreement, to investigate the potential presence of underground storage tanks (USTs) prior to completing any soil borings during the Phase II ESA. The GPR study did not identify any anomalies indicative of a UST. The investigation identified arsenic concentrations above the statewide standard (SWS) but within the previous SWS and within the background range identified for the larger Sioux City area. An asbestos survey identified eight samples with ACM content greater than 1% (wall texture, ceiling tile, carpet mastic, three flooring tile types and associated mastic, window glazing, and pipe insulation). A lead-based paint survey identified LBP in wood trim, window trim, baseboards, doors, cabinets, wood dividing walls, and plaster. Note: the City completed an Update to the original Phase I ESA with an anticipated closing date of March 31, 2023. The closing date got moved and the City could not extend the Update viability date out any further so it required the completion of a 2nd Phase I ESA. Also, SC Developers acquired both properties for $900,000 so the redevelopment funding leveraged is split between the two properties.
