Additional Property Attributes

2019: This property is owned by the Great Stone Viaduct Historical Education Society, Inc. The Society purchased the parcels from CSX with use restrictions. They are working to clean up the properties and change the use restrictions. The society secured a grant to put a trail on the rail portion of the three properties and that project is currently under way. Nine VOCs were reported in soil samples above the respective MDLs, including the following: 2-Butanone Acetone, Benzene, Carbon, Disulfide, Cyclohexane, Ethylbenzene, Isopropylbenzene, Methylene, Chloride, Toluene.

2/5/2025 Ohio EPA: The Great Stone Viaduct property is an approximately 5.32-acre site comprised of two parcels, 29-90008.004-OL 1008-2 and 29-90008.005-OL 1008-3. Parcel 29-90008.004-OL 1008-2 is a linear parcel developed as a walking trail. The 2023 investigation focused only on parcel 29-90008.005-OL 1008-3 (GSV Historical Education Society, Inc. in 2019 and is currently vacant), an approximately 2.3 acre, triangular-shaped parcel to the southeast of the intersection of Hamilton Street and 32nd Street in Bellaire, Ohio. Multiple environmental investigations have been conducted on the Property by others, including BRG, between 2015 and 2019. The 2023 Supplemental Phase II indicates soil impacts from arsenic, lead, mercury, and PAH above applicable standards. No impacts to ground water were identified. The Viaduct Society has recently completed significant improvements to the stone viaduct feature including a new paved walking path onto the structure. The Viaduct is considering public amenities on triangular parcel such as park and museum etc. The proposed remedy includes a two-foot clean fill cover, land use restrictions, and risk mitigation plan for an estimated cost of $469,000. Belmont County was awarded an ODOD remediation grant in Fall 2024 to complete the remedy.
