Additional Property Attributes

The Central Louisiana State Hospital site is an approximately 600-acre partially wooded area developed with a Psychiatric Hospital and associated buildings and paved parking areas owned by the Louisiana Department of Health (LDH). The buildings are partially vacant, and the initial PI assessment is being conducted on the approximately 400-acre vacant area, with plans to assess the remaining 200 acres in the future. The Central Louisiana State Hospital was created as an "insane asylum" by an act of the Louisiana Legislature in 1902 and began admitting patients on January 6, 1906. It was intended to be a self-sustaining farming community complete with medical facilities, morgue, cemetery, farm animals, dairy barn, etc. The original plan was to treat 400 patients, but by the 1950's, the number of patients had grown to over 3,000. During the 1960's, rehabilitation programs began to be developed and through the years many new programs have been introduced. LDH is in the process of moving their operations to a new off-site facility which will leave approximately 400 acres of the site vacant. Based on past uses and the age of the buildings, we anticipate that the buildings may contain lead and asbestos materials and the site may contain USTs from heating oil, emergency generators and a former fueling station. A former auto shop and a former paint shop are also listed on site maps provided.

A Phase I was completed in January 2023 on portions of the Property (Priority Site A), which identified several RECs associated with historical uses of the site. Due to the size of the site, LDEQ is working with stakeholders on a plan to further assess the environmental conditions at the site in targeted areas based on identified RECs. The majority of Priority Site A underwent Phase II ESA sampling including soil and groundwater sampling, UST removals to sample underneath the tanks, and asbestos and lead based paint inspections. PAHs were identified above regulatory standards at Unit 26-UST #6, and this area requires further delineation to determine the extent of the impact. The City is currently working with LDEQ and Rapides Area Planning Commission who was awarded a Brownfields Assessment Grant in 2024, to continue assessment work at the site.

LDEQ is currently working with EPA Region 6 - Regionally Directed Land Revitalization Program to develop a reuse plan for the site. LDH plans to transfer ownership of the property to the City of Pineville for redevelopment once all operations of the 600-acre area are moved to the new facility.
